Is IPTV Legal in UAE: What Viewers Should Know

IPTV is legal in the UAE when it comes from a licensed provider such as e& or du. Streaming from an unlicensed source is a different matter: the UAE treats it as a copyright violation, and official warnings reach viewers as well as sellers.

Guide

Below: the difference between the technology and the rights, what the law says in the UAE, and what to check before you pay for anything.

What “legal” depends on

IPTV stands for Internet Protocol Television: live channels and on-demand video sent over an internet connection instead of a cable or satellite signal. In the UAE, the national telecom companies e& and du sell TV this way, and nothing about the method is restricted.

The rights are where it gets specific. Networks, studios and leagues license their programming to distributors, and a distributor may only stream what it has licensed. Carrying channels without that permission is copyright infringement, whatever technology delivers them.

The law in the UAE

The main law is Federal Decree-Law No. 38 of 2021 on Copyright and Related Rights. Press reports put fines at Dh10,000 to Dh100,000 depending on severity, and higher for commercial piracy, with imprisonment, confiscation of equipment and blocking of platforms possible in serious cases.

Enforcement is active. In July 2026 the Ministry of Economy and Tourism urged residents to watch the World Cup only on licensed platforms and not to share illegal streaming links, and Dubai Police have broken up illegal IPTV networks. This page is general information, not legal advice, so speak to a UAE lawyer about your own situation.

What it means for residents and visitors

Reporting on the 2026 warning describes watching sports from unauthorised sources as a violation of intellectual property rights. The published penalties don’t separate viewers from sellers, so the safe reading is that viewers aren’t outside the law here, whether they live in the UAE or are visiting.

VPNs in the UAE

A VPN isn’t a way around any of this. VPNs have legitimate uses, but under the cybercrime law, Federal Decree-Law No. 34 of 2021, using a false IP address to commit or hide a crime can bring imprisonment and fines of Dh500,000 to Dh2 million.

Licensed TV in the UAE

  • e& and du: TV packages from the UAE’s two main telecom companies.
  • beIN Sports and TOD: live sport, including World Cup rights in the region.
  • OSN+: movies and series.

How to check a service

  • Is there a named company with published terms and a way to contact it?
  • Could a licensed distributor in the UAE plausibly offer this lineup and this price together?
  • Are payments short and refundable rather than long and final?
  • Do news searches turn up lawsuits or shutdowns involving the service?

Before you pay for any TV service

  • Buy from a provider that is licensed to sell TV in the UAE.
  • Check that the company is named and that it publishes its terms.
  • Treat one low price for every premium channel as a warning sign.
  • Ask a UAE lawyer if you are unsure about a service.
